WebFlamingo was dirty and dated when I stayed, while Bally's was clean and "fine". It's not Cosmopolitan or Venetian, but it's good for the money. Both have great locations, but Bally's has access to the tram on-site, if you plan to use that. Bally's also has a Walgreens and a great ramen place right out front.
